In a saucepan, combine water and sugar. Bring to a simmer over medium heat, stirring until sugar is dissolved. Remove from heat and stir in orange blossom water. Set aside to cool slightly.
In a separate saucepan, melt the butter over medium heat. Add the semolina flour and cook, stirring constantly, until the semolina turns a light golden brown (about 5-7 minutes). Be careful not to burn it.
Gradually pour the sugar syrup into the semolina mixture, stirring continuously to prevent lumps from forming. The mixture will thicken quickly.
Remove from heat and stir in the ground pistachios until well combined. The mixture should form a thick, pliable dough.
Transfer the mafroukeh dough to a serving dish or individual plates. Spread it evenly.
Allow the mafroukeh to cool slightly, then spread a generous layer of ashta (clotted cream) over the top.
Garnish with candied orange blossoms.
Serve immediately or chill for later. Mafroukeh is best enjoyed at room temperature or slightly chilled.
