Preheat oven to 350°F (175°C). Grease and flour an 8x8 inch baking pan.
In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt. Set aside.
In a large microwave-safe bowl, melt the butter and chocolate chips together in 30-second intervals, stirring in between, until smooth.
Stir in the granulated sugar and brown sugar until well combined.
Beat in the eggs one at a time, then stir in the vanilla extract.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Do not overmix.
Stir in the hot water until the batter is smooth and glossy.
Pour the batter into the prepared baking pan and spread evenly.
Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with fudgy crumbs.
Let the brownies cool completely in the pan before cutting into squares.
