In a large bowl, whisk together the flour, yeast, sugar, salt, turmeric, and cumin.
In a separate bowl, combine the warm dairy-free milk, eggs, and melted halal butter. Add the wet ingredients to the dry ingredients and mix until a shaggy dough forms.
Turn the dough out onto a lightly floured surface and knead for 8-10 minutes, or until smooth and elastic. Alternatively, use a stand mixer with a dough hook.
Place the dough in a lightly oiled bowl, turning to coat. Cover and let rise in a warm place for 1-1.5 hours, or until doubled in size.
While the dough is rising, prepare the Karachi-style garlic and green chili butter. Mince the garlic and green chilies. Chop the fresh cilantro.
In a bowl, combine the softened halal butter, minced garlic, green chilies, cilantro, and salt. Mix well.
Once the dough has doubled, punch it down and turn it out onto a lightly floured surface. Roll the dough into a large rectangle, about 12x18 inches.
Spread the garlic and green chili butter evenly over the dough.
Cut the dough into 6-8 strips. Stack the strips on top of each other, then cut the stack into 2-inch pieces.
Place the pieces vertically into a greased loaf pan (9x5 inches).
Cover and let rise for another 30-45 minutes.
Preheat oven to 350°F (175°C).
Bake for 30-35 minutes, or until golden brown. If the top starts to brown too quickly, cover with foil.
Let cool in the pan for a few minutes before transferring to a wire rack to cool completely. Serve warm and enjoy!
