Prepare the onions: Thinly slice two of the onions. In a large pot or Dutch oven, heat 2 tablespoons of olive oil over medium heat. Add the sliced onions and cook, stirring frequently, until they are deeply browned and caramelized (about 25-30 minutes). This step is crucial for the flavor of the rice.

Prepare the fish: While the rice is cooking, prepare the fish. Pat the fish fillets dry with paper towels. Season with salt and pepper.
Sear the fish: Heat 1 tablespoon of olive oil in a large skillet over medium-high heat. Add the fish fillets and sear for 3-4 minutes per side, or until cooked through and golden brown.
Make the tahini sauce: In a small bowl, whisk together the tahini, lemon juice, cumin, and 2-3 tablespoons of water until smooth and creamy. Add more water if needed to reach desired consistency. Season with salt to taste.
Toast the almonds: Roughly chop the remaining onion. Toast the almonds in a dry pan over medium heat until golden brown and fragrant. Watch carefully to prevent burning.
Assemble and serve: Fluff the rice with a fork. Spoon the rice onto a serving platter. Top with the seared fish fillets. Drizzle generously with the tahini sauce. Sprinkle with the toasted almonds and chopped onion.
