Prepare the candied fruit: Chop the candied orange peel and citron into small pieces.
Combine dry ingredients: In a large bowl, whisk together the flour, cocoa powder, baking powder, cinnamon, nutmeg, cloves, and black pepper.

Bake: Pour the batter into the prepared pan and bake in a preheated oven at 325°F (160°C) for 60-75 minutes, or until a toothpick inserted into the center comes out clean.
Cool: Let the cake cool in the pan for 15 minutes before transferring it to a wire rack to cool completely.
Dust and serve: Once cooled, dust the cake with powdered sugar before serving. For best flavor, wrap tightly and let sit for at least a week before serving.
